The Puerto Rico Broadband Program, created by Governor Pedro R. Pierluisi, published the second part of the document entitled “Initial Proposal” on its website for the purpose of receiving comments and feedback from the general public, said Enrique Völckers-Nin, executive director of the program.

This Volume 2 of the Initial Proposal, together with the four requirements met in Volume 1 of the previous Initial Proposal, will serve as a draft of Puerto Rico's plan for deploying Broadband Equity, Access and Implementation (BEAD) funding and for providing reliable and affordable high-speed Internet to all residents.

“After the publication of the first volume of the proposal last, September 15, today we will repeat the same exercise with the second part so that citizens, as well as entities, can access the document and continue to submit their comments. This period will be available for the next 30 days. Their participation is of paramount importance for the success of this project, which will benefit all of Puerto Rico,” the official explained.

The new document outlines long-term objectives for deploying broadband; closing the digital divide; addressing issues of access, affordability, equity and adoption; and improving economic growth and job creation.

The focus of the BEAD funds is focused on promoting programs aimed at underground telecommunications channels, affordable device programs, digital browsers and literacy programs and the provision of government services digitally.

The Puerto Rico Broadband Program is tasked with deploying local and federal broadband funds, including $334.6 million in federal BEAD funds for Puerto Rico through the Infrastructure and Jobs Investment Act (IIJA). This historic investment in broadband infrastructure and related digital inclusion efforts will support Puerto Rico's vision for universal broadband access to thrive in the digital world and fully participate in modern society.
