The Puerto Rico Broadband Program is created by the Government of Puerto Rico through the Executive Order 2021-40. The primary purpose of this program will be to coordinate, authorize and execute the disbursement of local and federal funds allocated to Puerto Rico for the construction of broadband infrastructure on the island. The Program developed a 5-year strategic plan which will ensure that funds are used within the established terms to do so and will ensure that the broadband infrastructure necessary to close the digital divide on the island is built promptly.
The Program will also be required to establish the necessary controls to ensure that the use of these funds is made in accordance with applicable regulations. The Program will be administered by an Executive Committee that will be composed of the Government's Chief Innovation and Information Executive, an official with decision-making power from the Telecommunications Bureau, the Office of Management and Budget, the Department of Finance and the Assistant Secretary of the Interior for Innovation, Information, Data and Technology.

Quality and speed of connectivity that reaches citizens to their home, business or office, guaranteeing a minimum recurring capacity of 100MPS/20MPS.
Accessibility so that citizens can obtain high speed Internet reliably and at an affordable price.
Basic knowledge so that every citizen can use the technological equipment necessary to connect to the high-speed Internet, whether to connect to their government, school, doctors and/or work.

El Broadband Equity, Access, and Deployment Program(BEAD), established by the Infrastructure and Jobs Investment Act (IIJA), provides funds that will be used to build high-speed Internet infrastructure where needed, also supporting job training, allows aid to provide necessary equipment and encourages local associations so that everyone can be connected to the network. BEAD prioritizes unattended locations that don't have Internet access or that only have access at less than 25/3 Mbps and unattended locations only have access at less than 100/20 Mbps. Because this is an allocation of federal funds, each municipality must submit a five-year action plan, identifying a place in their municipality, ideas and needs that should be prioritized for support, and outlining how best to serve unconnected locations and how long it would take to develop broadband.

El Puerto Rico Broadband Infrastructure Fund complements existing programs funded by the federal government to accelerate growth and support efforts to expand broadband access and expand the use of online resources by residents of each municipality. This fund should help overcome barriers to broadband expansion, ensure that all residents, businesses, and public institutions in Puerto Rico benefit from this capacity, and ensure that critical public institutions (e.g., schools, hospitals, libraries) can remain connected. It also aims to help encourage private sector investment in broadband to build and improve access to higher-speed offerings in underserved areas.

El Capital Projects Fund helps state governments finance capital and infrastructure projects. It works to expand high-speed Internet to provide vital services that will ensure that all communities have access to the high-quality modern infrastructure, including broadband, needed to access critical services. This will support broadband infrastructure designed, after the project is completed, to provide reliable Internet service that meets or exceeds download and upload speeds of 100 megabits per second (Mbps), speeds needed for a household with multiple users to simultaneously access the Internet. Also to connect to remote work, access education and health monitoring. The guide for this fund was designed to prioritize connecting families and businesses with poor and inadequate service, particularly those in rural and remote areas. The projects must directly allow for the three activities of work, education and health monitoring.

The Middle Mile (MM) program provides up to $1 billion in funding for the construction, improvement or acquisition of infrastructure Middle Mile. This means improving or creating the segment of a telecommunications network that links a network operator's core network with the base of the local network. This program will expand infrastructure to reduce the cost of connecting underserved and unattended areas. The infrastructure Middle Mile refers in general terms to the middle section of the Internet infrastructure that transports large amounts of data at high speeds over long distances. This program will also increase the resilience of Internet infrastructure.

El Digital Equity Act is a planning and implementation program that promotes digital equality, supports digital inclusion activities for the efforts of municipalities and territories related to the adoption of broadband by residents. Its goal is to ensure that all communities can access and use reliable and affordable high-speed Internet to meet their needs and improve their lives.

Here are details of what the funds can be used for:
Funding under the Capital Project Fund program will not cover general
infrastructure projects, including roads, bridges, transit systems, and ports, as
these are ineligible. Similarly, the general construction and improvement of
traditional hospitals and schools are not automatically presumed eligible.
However, there may be opportunities for these projects to qualify for funding
if they meet the specific eligibility criteria of the Capital Project Fund
program.
